Dear Sir,

I wish to give a clarion call to all the secular people through the esteemed pages of your newspaper.

As is well known, the Government has, in order to develop the backward region of Bihar, sanctioned various development schemes.

However, the events of the past few months have forced the officials in the concerned ministries to rethink about the efficacy of these programmes. They are viewing the deteriorating law and order situation in the area with a great deal of apprehension. Reports reaching Patna indicate that the proposed project stands in grave danger of being harmed by the activities of anti-social elements.

In this regard, I would like to suggest that socially conscious people along with their other social worker friends should start working with vigour to remove the bad blood that exists between the communities. They should encourage people to look upon religion as a binding force and not as a dividing force. This will bring about amity and goodwill.

By organizing public meetings on small scale at every nook and corner of the region, they should emphasize that religious differences only cause social and communal disturbances. They must try to sensitize people and work for social unification. They must however deal with this subject with sensitivity.

At the same time, they must remain alert to the mischief mongers, who would at every step try to spread rumours about their efforts. These trouble-makers will try to increase the bitterness that exists between the communities. It is also possible that they may stage-manage a communal clash or law and order problem.

By taking the regional law enforcing agencies and the community heads into confidence and by door-to-door interaction with the people it is possible that such ugly situations could be avoided or reduced.

Young socially conscious people should also organize community work, so that any mistrust that may exist between people could be channelized into constructive work. This will also utilize the energies of the youth for the betterment of society and keep them away from unlawful activities.

Thus the demon of communalism could be checked. Consequently, the flow of all the constructive energies could be used to create harmony, employment opportunities, goodwill, and mutual understanding,

In the end, I would once again like to reiterate that communal harmony alone can bring about India's and the region's prosperity.
